The Greater Palm Harbor Community Coalition is an association of concerned Palm Harbor citizens and members of community groups that serve Palm Harbor. The mission of the Greater Palm Harbor Community Coalition is "to plan and work together as a coalition of community groups and individuals, to identify and advocate our community needs and ensure the return of our FAIR SHARE of tax dollars to Greater Palm Harbor."
The Coalition was formed in 2006 in response to a request from Pinellas County for feedback on Palm Harbor projects to be considered for the Penny for Pinellas 2010-2020 funding cycle. The Palm Harbor Community Services Agency (PHSCA), which oversees the Palm Harbor Library and Recreation Center, invited other community groups to participate in the process.

On August 30, 2007, the Coalition hosted Palm Harbor's first Town Hall Meeting at Harbor Hall with the help of Pinellas County Commissioner Ronnie Duncan. Representative Peter Nehr presented an update of the property tax issue. The forum was moderated by St. Petersburg Times Clearwater Editor Rick Danielson.
In October 2007, the members of the Coalition decided to pursue asking State Representative Peter Nehr to sponsor a Bill for a referendum for the Incorporation of Palm Harbor to give the citizens the choice to incorporate or not. The Incorporation Feasibility Study of Palm Harbor, Florida was submitted by December 2007.
